With the adaptation of the executive director system in Japan, the roles of “governance” and “management” in research and development processes have become clearly divided. Using “digital camera innovation” in Japan as an example, this paper analyzes why the innovation was successful. Also introduced are non-profit organization (NPO) activities related to management of technology (MOT) education based on Japanese-style innovation research.

 Hiroyuki Yamasaki |
Dr. Hiroyuki Yamasaki holds B.Eng., M.Eng., and Ph.D. degrees
all from Shizuoka University, Hamamatsu, Japan. He is an admitted
Chartered Engineer (C.Eng.) with the British Engineering Council.
He joined Mitsubishi Electric Corporation, Tokyo, Japan in 1985.
His career in the company is outlined as follows: 1985-1991, senior
engineer of the LSI Laboratory (Hyogo, Japan), 1991-1995, assistant
manager of Strategic R&D Planning Group of ULSI Laboratory
(Hyogo, Japan); 1995, manager of R&D Planning Office, ULSI
Laboratory;1995, manager of the Strategic Planning, ULSI Development
Center (Hyogo, Japan).
April 1, 2003, Renesas Technology Corp. (one of the largest semiconductor companies in
the world, provides highly integrated semiconductor system
solutions for mobile, automotive, networking, and digital home
electronics markets) has separated from Hitachi, Ltd. and Mitsubishi
Electric Corporation, and commenced operations as the world's
leading System LSI company. He presently holds the post of manager
of Planning Group, LSI Manufacturing Technology Unit, Renesas
Technology Corp. (Hyogo, Japan).
From 2001, he is also an Advisor, Japan Productivity Center for Socio-Economic Development
(Tokyo, Japan)and from 2003, an Advisor and Fellow, Innovation Promotion Association-Japan (Tokyo, Japan). He has received the Takayanagi Memorial Award
for ''Research on Novel Solid-state Imaging Devices with Inherent
MNOS Memory'' in 1986, and the Meritorious Person Award from Sanda
City (Hyogo, Japan) in 1993. He lectured at the Graduate School
of Engineering, Shizuoka University, in 1991, and was a visiting
associate professor at the Center for Joint Research, Shizuoka
University, in 1996. He is founding secretary of the IEEE Japan Chapter of
EMS and correspondent of Japan of IAMOT. He was a
member of the Board of Directors of the Japan Society for Science
Policy and Research Management (JSSPRM) and now councilor of JSSPRM.
He is cited in Who's Who in the World (16-19 Edition). His

| Dr. Takeo Matsubara holds B.Eng., M.Eng., and Ph.D. degrees all from Kyoto University, Kyoto, Japan. He was with Sumitomo Electric Industries, Ltd., Osaka, Japan 1959-1988. While this period he hold various important posts, such as Deputy General Manager of Kumatori Laboratory (Osaka, Japan) and Chief Engineer of Corporate R&D Group (Tokyo, Japan). From 1961 to 1962, he was with Oak Ridge National Laboratory as visiting researcher. And he was, 1988-1993, director of Osaka Science and Technology Center (Osaka, Japan), 1993-1997, director of the Flee Electron Laser Institute (Osaka, Japan). From 1988, he is distinguished Research Fellow of Ritsumeikan University (Kyoto, Japan), He lectures MOT at the Graduate School of Economics, Ritsumeikan University. From 2002, he is director of the Innovation Promotion Association-Japan (IPA Japan). Now he holds the post of President of IPA Japan. He has received the Technology Award of Atomic Energy Society of Japan in 1992. He was a member of the Board of Directors of the Japan Society for Science Policy and Research Management (JSSPRM) (Tokyo, Japan), now councilor of JSSPRM. |

Prof. Shin’ichi Otsuki holds B.Eng degree from Kobe University, Kobe, Japan. He joined Osaka National Research Institute (ONRI), the Agency of Industrial Science and Technology, Ministry of International Trade and Industry (MITI), Osaka, Japan in 1959. His career in the ONRI is outlined as follows: 1973-1978, senior researcher, 1978-1982, Deputy General Manager, 1982-1984, Executive Research Supervisor, and 1984-1989, General Manager. From 1989 to 1991, he was General Manager of Saga Prefectural Research Institute of Ceramics, Saga, Japan, 1991-1992, General Manager of ONRI, and 1992-1997, General Manager of Shiga Prefectural Research Institute of Technology and Executive Chief Engineer of Shiga Prefecture, Shiga, Japan. From 1997, he is a Professor of Hannan University, Osaka, Japan, he presently holds the post of President of Hannan University.
From 2002, he is a member of the board of directors of the Innovation Promotion Association-Japan (IPA Japan). From 1987, he is Auditor of the Japan Society for Science Policy and Research Management (JSSPRM). He is member of the Ceramic Society of Japan and the Association for the Study of Industrial Management (Japan). His recent interests are on the technology innovation and science and technology policy. |
