"A Perspective on Management of Technology in Japan"

Based upon an analysis of Japan’s defeat in World War II, it is believed that Japan lacks effective management of technology (MOT), and that in order to strengthen itself in this area the country must “establish MOT policies,” “research MOT theory and practical uses” and “fully educate concerned parties on MOT.” It is especially important for Japan’s industrial sectors to understand the basic policies of “open MOT.” Towards this end, in this paper the authors introduce the latest activities in Japan, and discuss the importance of metaphysical knowledge as being near essence of MOT.

Dr. Hiroyuki Yamasaki holds B.Eng., M.Eng., and Ph.D. degrees
all from Shizuoka University, Hamamatsu, Japan. He is an admitted
Chartered Engineer (C.Eng.) with the British Engineering Council.
He joined Mitsubishi Electric Corporation, Tokyo, Japan in 1985.
His career in the company is outlined as follows: 1985-1991, senior
engineer of the LSI Laboratory (Hyogo, Japan), 1991-1995, assistant
manager of Strategic R&D Planning Group of ULSI Laboratory
(Hyogo, Japan); 1995, manager of R&D Planning Office, ULSI
Laboratory;1995, manager of the Strategic Planning, ULSI Development
Center (Hyogo, Japan).
April 1, 2003, Renesas Technology Corp. (one of the largest semiconductor companies in
the world, provides highly integrated semiconductor system
solutions for mobile, automotive, networking, and digital home
electronics markets) has separated from Hitachi, Ltd. and Mitsubishi
Electric Corporation, and commenced operations as the world's
leading System LSI company. He presently holds the post of manager
of Planning Group, LSI Manufacturing Technology Unit, Renesas
Technology Corp. (Hyogo, Japan).
From 2001, he is also an Advisor, Japan Productivity Center for Socio-Economic Development
(Tokyo, Japan)and from 2003, an Advisor and Fellow, Innovation Promotion Association-Japan (Tokyo, Japan). He has received the Takayanagi Memorial Award
for ''Research on Novel Solid-state Imaging Devices with Inherent
MNOS Memory'' in 1986, and the Meritorious Person Award from Sanda
City (Hyogo, Japan) in 1993. He lectured at the Graduate School
of Engineering, Shizuoka University, in 1991, and was a visiting
associate professor at the Center for Joint Research, Shizuoka
University, in 1996. He is founding secretary of the IEEE Japan Chapter of
EMS and correspondent of Japan of IAMOT. He was a
member of the Board of Directors of the Japan Society for Science
Policy and Research Management (JSSPRM) and now councilor of JSSPRM.
He is cited in Who's Who in the World (16-19 Edition). His

| Mr. Ikuo Yamada holds B.Eng. degree from Keio University, Tokyo, Japan. He joined Mitsubishi Electric Corporation, Tokyo, Japan in 1961. His career in the company is outlined as follows: 1989-1993, general manager of Engineering Management Headquarters (Tokyo, Japan); 1993-1994, dean of Corporate University (Hyogo, Japan); 1994-2000, managing director of Mitsubishi Research Institute, Inc. (MRI) (Tokyo, Japan). Now he holds the post of advisor to the Board of Directors of MRI and also executive director of the Engineering Academy of Japan. He has received the Prize of Progress from the Institute of Electrical Engineers of Japan (JIEE) for ''Research on Security Monitoring System for Electric Power System'' in 1975. He received the Best Chairman of the Year Award from the IEEE EMS in 1998. He was director of Information Processing Society of Japan in 1985-1986, vice chairman of the Institute of Electrical Engineers of Japan (JIEE) in 1992-1993, and vice chairman of the Operations Research Society of Japan in 1996-1997. He was chairman of the IEEE Japan Chapter of EMS in 1998-2000. He was a member of the Board of Directors of the Japan Society for Science Policy and Research Management (JSSPRM) and now councilor of JSSPRM. |

Dr. Jun’ichi Baba holds B.Eng., M.Eng, and Ph.D. degrees all from the University of Tokyo, Tokyo, Japan. He joined Mitsubishi Electric Corporation, Tokyo, Japan in 1952. His career in the company is outlined as follows: 1973-1977, general manager of Planning Department, Power & Industrial Systems Division (Tokyo, Japan); 1977-1981, general manager of Central Research Laboratories (Hyogo, Japan); 1981-1985, director and general manager of Corporate Engineering and Manufacturing (Tokyo, Japan); 1985-1996, advisor to the Board of Directors (Tokyo, Japan); 1996-present, consultant to Mitsubishi Electric Corporation (Tokyo, Japan). He received the Prize of Progress from the Institute of Electrical Engineering of Japan for ''Research on Interconnection Equipment for Power Systems'' in 1980 and received the Best Chairman of the Year Award from the IEEE EMS in 1998. He lectured at the Department of Business Administration, Kobe University, in 1997. He is a senior member of IEEE and founding chairman of the IEEE Japan Chapter of EMS. He was a member of the Board of Directors of the Academic Association for Organizational Science, now he is a member of this association. He was also a member of the Board of Directors of the Japan Society for Science Policy and Research Management (JSSPRM) and now senior councilor of JSSPRM. His recent interest is on the management of R&D from the corporate governance’s view. |
